In this interview, Richard Holbrooke explores U.S. policy in Vietnam and in particular the decisions that led to such long-term U.S. involvement. Holbrooke discusses Johnson's March 31, 1968 speech announcing a limited bombing halt in Vietnam and his decision not to seek re-election. He also focuses on the 1968 efforts to negotiate a peace at the Paris Peace Talks, Rusk's relationship with Averell Harriman, the effectiveness of Ellsworth Bunker in Saigon, and the effect of the 1968 presidential election on the peace process.
